Allows the edge HSTS probe to inspect headers during a transient backend 502 while retaining TLS verification and requiring a non-zero HSTS max-age. Backend health remains enforced later by separate HTTP and WebSocket checks. Validation: context check, Ruff, Python compile and shell syntax.
